Did a tineye reverse lookup and very little came up. Some guys flickr stream (from 2010?) had a few other images in a different place but no words. A guy on FB suggest Impala heritage:

The fins are definitely 59 Impala.
Whether the rest of the car is, no idea.

Seems to be some Lincoln DNA in there somewhere, maybe started with ‘57 Lincoln front fenders.

It’s listed at the DVLA as a 1990 Citroen, the photograp her goes by BX_custm3'.
So I’m going to say it’s based on a 1990 Citroen BX, 1.6 petrol.
Originally would of looked like this.
It’s currently declared ‘SORN’ (off road, un-taxed), as of 24th March 2020.

How do you all handle kit cars over there? Maybe a chassis a BX VIN was applied to and passed inspection as a highly modified BX with an inspector who was a buddy?

That would explain why it’s that low though. Hydropneumatics. Start the engine and the suspension will rise the car.

That’s it, clicking the first picture seals the deal. Look at thos buttons on the dash behind the wheel. On those ‘pods’ if you will.

Kit cars are registered like imported cars in that they have to be inspected and inspected by VOSA (Vehicle Operator Services Agency) for road worthiness, not at a standard MOT testing centre but either a VOSA site or facility approved by VOSA , no ‘buddy inspector’ involved, they are a government agency .
You don’t just go to VOSA, they can come to you, if your driving on the road and see something about your car that doesn’t look road worthy. Lol.
The vehicle can be classed under it’s chassis and engine or registered under the kit name and used to carry a ‘Q’ plate, not sure if that’s still the way.

Well, it’s a safety issue. Imagine driving on heavily salted roads without washer fluid. You’d need to stop every few minutes and use some kind of spray to clean your windows, which no one will do. So, being able to apply wiper fluid properly is important.

That rear ended is definitely 59 Impala
But the front end looks more like a 58 Ford Crown Victory. But it could honestly just be built from scratch
